Promoter License Application and Requirements


Event Approval Procedure

The purpose of this procedure is to assist promoters and all parties seeking to schedule a Boxing or MMA event and provide them with information about the requirements and time limits. This procedure will also outline all procedures should a person need to cancel an event for any reason.

The MN Combative Sports Commission will maintain an up to date calendar extending 18 months into the future on its website which will include dates for Commission meetings, committee meetings, approved Boxing and MMA events, and other information which may be of interest to individuals accessing the site. The website address is www.mnboxingmmacommission.com.

  • The first step in the event approval process is to check the Commission Calendar to determine if other events are scheduled which may conflict with the proposed event date.  The Commission’s policy is to supervise all scheduled events, but overlap of events may not be desirable.  It is at the Commissions discretion whether or not two or more events may be scheduled on the same day. 
  • As soon as a decision is made on the date and time of the proposed event – in order to obtain approval of the event – the promoter must send an email to the Executive Director (ED) including the date, time, location of event and weigh-in, and a brief description of the event.  The specific date and time of the request is also required in order to permit the ED and Committee members a specified amount of time to respond to the request.  If this information is not included, the request will not be considered.  The email address for the ED is fightingfrenchman2@comcast.net.  Within 72 hours of receipt of the request, the Commission office will email a decision to the promoter including the date and time of the email and the reasons for denial, if the request is denied.  The 72 hours is defined as business which means that Saturday, Sunday, and holidays are not included.
    • If the promoter is dissatisfied with the decision of the Event Approval Committee, the promoter may appeal to the Chair of the Commission for a review of the decision of the Committee by sending an email to the Chair with a copy to the ED within 48 business hours of receipt of the Committee decision.  The promoter shall include a copy of the decision of the Committee, a brief summary of the reasons the promoter believes the Committee decision should be changed, and the date and time of day of the email requesting the appeal.  The Chair shall review the appeal and may schedule a hearing either in person or by telephone at which the promoter may appear and present the appeal.  The ED shall represent the Committee for the purpose of any appeal.  The Chair shall then issue a decision on the appeal within 7 business days either confirming or overruling the Committee decision or making appropriate changes which shall be communicated to the promoter and the ED by email containing the date and time of day of the communication.  The email for the Chair of the Commission is rdolan@yjblaw.com and can also be obtained on the Commission website.  Within 72 hours of the receipt of the decision of the Chair, either party may appeal the decision through the Commission grievance process in accordance with the procedures of the Grievance Committee.
  • Within 7 days of approval of any event, the promoter shall deliver to the Commission office the following: a $400 deposit on the event fee, a detailed description of the event including a proposed fight card, and either a letter of intent or contract from the venue where the event will take place. 
    • The $400 deposit will refundable up to 60 days prior to the scheduled event date, but will not be refunded for events cancelled within 60 days of the scheduled event.
  • No later than 60 days before the scheduled event date, the promoter shall provide all of the following information to the Commission:  identification of the combatants participating in the main event, a contract from the venue, the promoter’s Minnesota license number, a copy of an insurance policy or binder applicable to the event, and any other information requested by the ED.  Failure to provide the required information may result in cancellation of the event or other sanctions as determined by the Commission including, but not limited to, forfeiture of $400 deposit.
  • Not later than 21 days prior to the scheduled event date, the promoter shall provide all of the following information to the Commission office: an up to date fight card, www.boxrec.com references for all boxers, and specific information on all MMA combatants including www.battlebase.com and www.sherdog.com references when available.  The promoter must also post a copy of their proposed fight card on www.fightfax.com.
    • The purpose of the Commission is to protect health, promote safety, and ensure fair events.  The Commission has statutory obligation to assure its purpose is fulfilled and may decline to approve specific matches on that basis.  Failure to provide the required information may result in cancellation of the event or other sanctions as determined by the Commission including, but not limited to, forfeiture of $400 deposit.
  • Not later than 7 days before the scheduled event date, the promoter shall provide all of the following information to the Commission office:  blood work on all combatants including test results for hepatitis B and C and HIV – the test results shall specifically identify the performing clinic and/or physician – complete applications as required by the MN Combative Sports Commission of all persons participating in the event including combatants, seconds, trainers, and managers, the required $25 license fee for all new licensees, and all boxer Federal identification numbers.  The Commission also requires that the promoter send the Commission office a list of all corners for each combatant 7 days prior to the scheduled event date. 
    • It is the specific policy of the Commission that it will not issue licenses to any combatant after the 7 day period described herein, except in special circumstances which could not be foreseen and as determined by the Commission office.  It is contemplated that if a combatant is unable to participate in an event as a result of injury - or other disability – a substitute combatant may be allowed to participate with the approval of the ED.  If any person needs to be licensed on the day of the event there is now required by law an extra $100 fee plus normal license fee to do so.




Promotor Pre-License Requirements

Pre-license Requirements (a) Before the commission issues a license to a promoter, matchmaker, corporation, or other business entity, applicant shall:

1. Provide the commission with a copy of any agreement between a contestant and the applicant that binds the applicant to pay the contestant a certain fixed fee or percentage of the gate receipts;

2. Show on the application the owner or owners of the applicant entity and the percentage of interest held by each owner holding a 25% percent or more interest in the applicant;

3. Provide the commission with a copy of the latest financial statement of the entity; and

4. Provide the commission with a copy or other proof acceptable the commission of the insurance contract or policy required by this chapter.
(b) Before the commission issues a license to a promoter, the applicant shall deposit with the commission a cash bond or surety bond in the amount set by the commission, $10,000 dollars. The bond shall be executed in favor of this state and shall be conditioned on the faithful performance by the promoter of the promoter’s obligation under this chapter and the rules adopted under it.

5. $400.00 fee made payable to the Minnesota Boxing/MMA Commission to accompany application.
