Promoter License Application and Requirements


Event Approval and Event Preparation Procedure

This procedure is intended to assist promoters and all parties seeking to schedule a Boxing or MMA event and provide them with information about the requirements and time limits.
The Commission will maintain an up to date Calendar extending 18 months into the future on its website, www.mnboxingmmacommission.com, which will include dates for Commission meeting, committee meetings, scheduled Boxing and MMA events, and other information which may be of interest to individuals accessing the site.

The first step in the Event Approval Process is to check the Commission Calendar to determine if other events are scheduled, which may conflict with the proposed event. The Commission’s policy is to supervise all scheduled events, but overlap of events may not be desirable.

As soon as a decision is made on the date and time of the proposed event, in order to obtain approval of the event, the Promoter should send an e-mail simultaneously to the Executive Director (ED) and the two Commissioners on the Event Approval Committee of the Commission including the date, time, location and a brief description of the event and weigh-in, as well as, the specific date and time of day of the request. The e-mail addresses of the ED and Committee members may be obtained from the Commission website. The specific date and time of the request is required in order to permit the ED and Commission members a specified amount of time to respond to the request. If this information is not included, the request will not be considered.

Within 72 hours of receipt of the request, the ED will e-mail a decision to the Promoter including the date and time of the e-mail and the reasons for denial, if the request is denied. The 72 hours is defined as business hours which means Saturday, Sunday and holidays are not included.

If the Promoter is dissatisfied with the decision of the Event Approval Committee, the Promoter may appeal to the Chair of the Commission for a review of the decision of the Committee by sending an e-mail to the Chair with a copy to the ED within 48 business hours of receipt of the Committee decision. The Promoter shall include a copy of the decision of the Committee, a brief summary of the reasons the Promoter believes the Committee decision should be changed, and the date and time of day of the e-mail requesting the appeal.   The Chair shall review the appeal and may schedule a hearing either in person or by telephone at which the Promoter may appear and present the appeal.  The ED shall represent the Committee for the purpose for any appeal. The Chair shall issue a decision on the appeal with 7 business days (168 hours either confirming or overruling the Committee decision or making appropriate changes which shall be communicated to the Promoter and the ED by e-mail containing the date and time of day of the communication. The e-mail of the Chair of the Commission may be obtained on the Commission’s website.

Within 72 hours of the receipt of the decision of the Chair, either party may appeal the decision to the Commission grievance process in accordance with the procedures of the Grievance Committee.

Within seven days of approval of any event, the Promoter shall deliver to the Commission at the Commission office the following: $400 deposit on the event fee, and a detailed description of the event including identification of the combatants as fully as possible. The $400 deposit will be refundable up to 60 days before the event, but  will be not be refunded for events cancelled within 60 days of the scheduled date.

No later than 60 days before the event, the Promoter shall provide all the following information to the Commission at the office of the Commission: a letter of intent from the venue of the event, identification of the combatants participating in the main event, the Promoter’s Minnesota license number, a statement that the Promoter is current with all required payments to the Commission, a statement detailing any disciplinary actions pending involving the Promoter, a copy of an insurance policy or binder applicable to the event and any other information requested by the ED. Failure to provide the required information my result in cancellation of the event or other sanctions as determined by the Commission.

Not later than 30 days before the event, the Promoter shall provide all of the following information to the Commission at the Commission office: detailed identification of all participants in the event www.boxrec.com references for all boxers and specific information on all MMA combatants including www.battlebase.com and www.shuredog.com references when available. At the discretion of the ED, the Promoter may be required to provide www.fightfax.com information.  The Commission understands that the data available to assess MMA combatants is limited, and may require additional information from the Promoter to determine the suitability of projected matches. As provided in the enabling legislation of the Commission, “The purpose of the commission is to protect health, promote safety and ensure fair events” M.S.341.22 BOXING COMMISSION. The Commission has a statutory obligation to assure its purpose is fulfilled and may decline to approve specific matches on that basis. Failure to provide the required information may result in cancellation of the event or other sanctions as determined by the Commission

Not later than 7 days before the event, the Promoter shall provide all of the following information to the Commission at the Commission office: blood work on all combatants including results of testing for hepatitis B and C and HIV.  The test results shall specifically identify the Performing Clinic and/or the Physician, 2 passport style photos of each combatant, complete applications as required by the Minnesota Boxing Commission of all persons participating in the event including the combatants, seconds, trainers and managers and the required $45 license fee to accompany all license applications, and all boxer Federal Identification numbers. It is the specific policy of the Commission that it will not issue licenses to any combatant after the 7 day period described herein, except in special circumstance which could not be foreseen and as determined by the ED. It is contemplated that if a combatant in unable to participate in an event as a result of injury or other disability, a substitute combatant may be allowed to participate with the approval of the ED

Promotor Pre-License Requirements

Pre-license Requirements (a) Before the commission issues a license to a promoter, matchmaker, corporation, or other business entity, applicant shall:

1. Provide the commission with a copy of any agreement between a contestant and the applicant that binds the applicant to pay the contestant a certain fixed fee or percentage of the gate receipts;

2. Show on the application the owner or owners of the applicant entity and the percentage of interest held by each owner holding a 25% percent or more interest in the applicant;

3. Provide the commission with a copy of the latest financial statement of the entity; and

4. Provide the commission with a copy or other proof acceptable the commission of the insurance contract or policy required by this chapter.
(b) Before the commission issues a license to a promoter, the applicant shall deposit with the commission a cash bond or surety bond in the amount set by the commission, $10,000 dollars. The bond shall be executed in favor of this state and shall be conditioned on the faithful performance by the promoter of the promoter’s obligation under this chapter and the rules adopted under it.

5. $400.00 fee made payable to the Minnesota Boxing/MMA Commission to accompany application.
